YES for many countries but not all. As you enter the immigration hall go first to the Sonali Bank counter and deposit the visa fee. You then take the receipt to the immigration desk and the visa is issued and all good.
The only problem I had was that the bank clerk did not know the fee for my Australian passport and first charged me $164.. that I thought was high. Luckily the immigration officer realised it was too high and sent me back and told me to tell the clerk it should have been $32.
All this took time and I was the last person out of the airport for my flight.
